Safety Rules
Information about hazards present within PCC Rokita SA premises, their effects, preventive measures and actions to be taken in case of emergency.
Due to the large amounts of hazardous chemical materials present within its premises, PCC Rokita SA was numbered among plants of high risk of a serious industrial accident.
PCC Rokita SA reported this fact to Lower Silesia Chief of the State Fire Service and the Voivodeship Environmental Protection Inspector in Wrocław.
In order to minimise the risk of an industrial accident and limit its possible effects, PCC Rokita SA implemented a safety system.
PCC Rokita prevents accidents and fights effects of possible industrial accidents with the help of a Safety System it introduced.
The likelihood of occurrence of an industrial accident is minimised through:
- precise assignment of employees’ duties in case of an accident, on all organisational levels,
- system of training courses and increasing awareness among employees,
- operational control and system operation monitoring,
- change management system,
- technical means used to control processes and prevent accidents.
PCC Rokita SA uses and produces hazardous chemical substances, including e.g. chlorine, oxygen, propylene, ethylene oxide, propylene oxide and hydrogen. The substances can pose a threat to health (toxic, carcinogenic, hazardous and caustic properties), a fire risk (explosive, inflammable and oxidizing properties) or a threat to the environment. PCC Rokita SA also uses and produces other hazardous chemical substances of lesser risk.
If a hazardous substance is released, there is a risk of an industrial accident in the form of an emission, explosion or fire.
Emission:
Once the process plamt gets unsealed and a chemical substance escapes into the environment, there is a risk of spreading of a gas cloud which is toxic for people and the environment.
The gas cloud will move in the direction of the wind and the concentration of the substance will decrease with the increase of the distance from the source of emission.Negative effects of emission of toxic gases can be felt even far away from the plant, even within a few kilometres.
Fire:
Escape of inflammable substances from the process plant can result in fire which is dangerous to people and can have a negative impact on the environment due to thermal radiation and emission of fire gases. The fire impact area is usually limited to the plant premises.
Explosion:
Escape of inflammable substances from the process plant can result in spreading of a gas cloud that can pose a risk of explosion. If the cloud encounters an effective ignition source, an explosion may follow. The explosion gives rise to an overpressure wave that spreads in all directions. The further away from the explosion area, the smaller the impact of the overpressure wave. Effects of the explosion are strongest in the immediate vicinity of the explosion area, however they can be heard and also cause damage further away from the plant.
In case of a serious industrial accident whose effects are discernible outside the plant, emergency management procedures are put into operation. Methods of informing the community and the procedure are presented in the Measures in case of a chemical threat.
In order to ensure effective prevention of industrial accidents and carrying out of rescue operations, the Company developed internal and external operational and rescue plans. The internal operational and rescue plan describes actions to be taken by company services, including the Company Rescue Team within the plant premises. The external operational and rescue plan describes actions to be taken by the Polish Rescue and Firefighting System, including the State Fire Service.
